The Habeas Corpus Resource Center (HCRC) invites qualified participants to register for access to the HCRC Extranet. Qualified participants include (1) counsel appointed to represent individuals in capital case appeals and state or federal habeas corpus proceedings arising from a California death judgment; (2) counsel assisting or consulting counsel in cases described in #1; and (3) under extraordinary circumstances, defense counsel who can show a compelling defense-related need for access to the Extranet, subject to prior approval by HCRC's Executive Director or their designee. Please note that under most circumstances, if you do not meet the qualifications described in #1 or #2, your request for access will be denied.

HCRC's extranet website resources are intended to facilitate collaboration and resource sharing among counsel in capital post-conviction proceedings arising in California. Available resources include:

  • Briefing and orders from 1978 to present
  • Information, case lists, and sample pleadings for several habeas legal claims
  • Information on mitigation and investigation topics
  • Notices of upcoming training opportunities
  • Searchable library holdings
